Statewide Emergency Repair Program

The Statewide Emergency Repair Program (SERP) addresses emergency conditions threatening the health and safety of qualified Delaware owner occupants and household members.  Delaware State Housing Authority (DSHA) has selected MHDC to administer the SERP grant.

How Do I Qualify?
  • Have valid proof you own your home
  • Currently reside in the home for at least 1 year
  • Meet income guidelines
  • Housing conditions must be of an immediate health or safety threat
  • Other restrictions may apply
Qualifying Repairs

Housing conditions must be immediate health or safety threat in habitual living spaces only, for example:

  • Heating system – nonfunctioning (October – March)
  • Minor plumbing repairs
  • Minor electrical repairs
  • Roof repair/replacement – only active leaking in habitable living areas
  • Major structural repairs – roofing only
  • Urgent accessibility modifications with physician approval – grab bars, tub cut outs, ramps, etc.

Replacing, Repairing Heaters & Conserving Energy (RRHACE) Heater Program

RRHACE assists low-income Delaware homeowners that have nonfunctioning or inefficient heating units in repairing/replacing units, as necessary. The RRHACE program provides eligible low-income Delaware homeowners with a customized set of free services that match each household’s needs. Those services include:

Assessment & ServicesHeating equipment is professionally assessed, and equipment is repaired or replaced as needed.

LIHEAP Assurance

16 ServicesHomeowners may also be eligible to receive Energy Education to help implement energy-saving methods that can help reduce energy bills.

How Do I Qualify?
  • Own and reside in the home for a minimum of 1 year
  • Be current on property taxes for both County and City (if applicable)
  • Meet Income qualifications (200% of poverty)
  • Once clients are pre-qualified, they will need to submit additional documents to further qualify for the program
  • Other restrictions may apply

City of Dover Community Development Block Grant

The City of Dover has selected MHDC to administer their Community Development Block Grant (CDBG) programs of Emergency Home Repair and Housing Rehabilitation Grants. The City of Dover Home Repair Program addresses emergency conditions threatening the safety of qualified Dover, Delaware owner-occupants and household members.  The City of Dover Housing Rehabilitation program addresses more robust housing needs.

How Do I Qualify?
  • Live within City of Dover limits
  • Must only own 1 property and reside in the home for a minimum of 3 years
  • Be current on property taxes, City and County taxes, and sewer fees or have a payment plan in place with at least 6 consecutive payments made
  • Meet income guidelines of 80% and below HUD Area Median Income
  • Other restrictions may apply

  • Roof repair/replacement
  • Floors (holes or extremely soft areas)
  • Broken glass in windows
  • Doors (evaluated on a case-by-case basis)
  • Drywall repairs
